NRIZ (Nacionalni registar izvora zagađivanja — National Register of Pollution Sources) is Serbia’s official information system for recording and managing data on environmental pollution from companies. It is run by the Environmental Protection Agency (SEPA) under the Ministry of Environmental Protection.
Companies with a reporting obligation enter data and submit prescribed forms through the NRIZ portal. The legal basis and exact criteria for who must report are set in environmental, waste, and air-protection legislation and related bylaws. Reporting also supports Serbia’s alignment with PRTR principles (Pollutant Release and Transfer Register).
What NRIZ is used for
Main purposes of the register and portal:
- Collect pollution data — releases of pollutants to air, water, and soil.
- Track waste — generation, collection, transport, recovery, and disposal of hazardous and non-hazardous waste.
- Special product / waste streams — products placed on the market that become special waste streams (for example batteries, tyres, WEEE, oils, vehicles) and related company-level reports.
- Support fees and control — data used for environmental fees and for inspection of legal duties.
- Inform the public and institutions — aggregated information for transparency and international reporting.
For obligated operators, the portal is the channel where assigned reporting for the relevant period is fulfilled.
Who must report
Not every company reports in NRIZ. Registration and reporting apply to legal entities and entrepreneurs that meet criteria in the regulations — typically operators whose activities can affect the environment. Common examples:
- Producers, collectors, transporters, recoverers, or disposers of waste
- Industrial and energy facilities with releases to air or waste water (for example heating plants, chemical plants, metalworking, coating lines, large farms)
- Importers or producers of selected products that create special waste streams
- Operators of waste-water treatment plants and landfills
After a company is active in the portal, the entities and obligations shown there define which forms can be created. If an obligation appears wrong or missing, contact NRIZ support with company identifiers (for example PIB and company name). Absence of a form from the list does not by itself mean there is no legal duty — setup may still be incomplete.
How the pieces fit together
Reporting in the portal is built from a few building blocks:
- Company — the legal entity and its master data.
- Facility (and landfill, where relevant) — where the activity takes place.
- Pollution source — equipment or outlet that can release pollutants to air, water, or soil.
- Reporting obligation — what the Agency has assigned to the company, facility, or source for a period.
- Form — the screen used to enter and submit data for that obligation.
Forms are not chosen freely. Only forms that match an active obligation can be created.
Company and facility forms
Forms are submitted at two levels. The level follows the obligation assigned by the Agency — it is not chosen freely by the operator.
- Company formsCover the legal entity as a whole — for example packaging, landfills, or customs-related reporting.
- Facility formsBelong to a specific facility — for example emissions, waste, resources, or facility and process data.
Company forms apply when the obligation covers the legal entity as a whole. Facility forms are tied to a specific site. The same form type can appear for more than one facility when each site has its own obligation. Forms are created from the obligation shown for that entity.
Deadlines and consequences

Missing the annual deadline, failing to submit required forms, or entering false data can have legal consequences under applicable rules (including economic offence procedures and inspection measures). Exact sanctions are defined in legislation — not in this help.
