Why does my account need to be activated?
The new portal contains the accounts that existed in the previous version of the NRIZ system. Passwords could not be transferred, for technical and security reasons. All transferred accounts are therefore inactive. Before first use, the account must be activated and a password must be set.

Obligation and the register
Who is responsible for managing the NRIZ system?
NRIZ is managed by the Environmental Protection Agency of the Republic of Serbia. Reports are submitted electronically through the NRIZ portal.
The system operates at the national level and can also be used for reporting under international obligations (EU, UN, and others).
Is every company required to submit the NRIZ report?
No. The obligation exists only for companies and legal entities whose activities fall under the Regulation on types of activities required to submit data to NRIZ — for example industrial plants, recycling companies, concrete plants, or boilers over 1 MW.
After the company is active in the portal, the entities and obligations shown there define which forms can be created. If an obligation appears missing or wrong, contact NRIZ support with company identifiers (for example PIB and company name).
What if the company has multiple locations?
The report is submitted per location, not as one central report for the whole company.
If there are several facilities (for example production and a warehouse), a separate report is submitted for each facility that meets the requirements of the Regulation.
Is there an obligation if the company is currently not operating?
Yes. Even if there were no activities during the year, the company is still required to submit a so-called zero report. That informs the authority that there were no emissions during the year, while the entity remains active.
Failure to submit this report is also treated as an offence.
Data in the report
What data does the NRIZ report include?
The report covers four categories:
- Emissions into air, water, and soil
- Types and quantities of waste
- Consumption of raw materials, water, and energy sources
- Technical description of plants and equipment
In the portal this is split across forms that match the assigned reporting obligations.
How to know which waste codes to use in the report?
Waste codes are taken from the Waste Catalogue, which is part of the Waste Management Rulebook. Classification follows the company’s activities and the applicable regulations.
The codes used in NRIZ should match the company’s waste records and, where relevant, the GIO report.
Do emission measurements have to be available?
Not necessarily. If automatic monitoring is not available, emissions can be calculated using emission factors, based on:
- type of fuel
- consumption
- technical characteristics of the equipment
Calculations follow the Agency’s methodology.
Is the NRIZ report also used for other purposes (inspection, certification)?
Yes. The NRIZ report can serve as part of technical documentation for:
- Inspection supervision
- ISO 14001 / EMAS certification
- Participation in environmental projects
- Applications for subsidies or international reporting
That is why the report should be prepared accurately.
Submitting, deadlines and corrections
When is the NRIZ report submitted?
The deadline is 31 March of each year — for data from the previous calendar year.
For example, by 31 March 2025 the report for 2024 must be submitted. Daily waste forms, when assigned, are submitted by date during the year.
What happens if a company does not submit the report on time?
According to the Environmental Protection Law (Article 112), the following fines apply:
- Legal entities: from 500,000 RSD to 2,000,000 RSD
- Responsible persons: from 50,000 RSD to 150,000 RSD
Additional measures are also possible: prohibition of performing activities and temporary closure of the facility.
Can the report be submitted later if the deadline is missed?
A retroactive report can be submitted, but only if the Agency accepts the justification for the delay.

What happens if a company unintentionally submits incorrect data?
This is also treated as an offence under the law, but fines may be lower if the error is corrected promptly.
After submit, forms are locked. A correction from NRIZ may be required before the data can be changed.
What if the Agency requests amendments or corrections to the report?
If the Agency requests additional information, amendments, or corrections, contact NRIZ support.
Submitted forms stay locked until NRIZ unlocks them for correction.
